What We’ve Accomplished Together

The development of safe, reliable and operable gas infrastructure requires safety to be considered throughout the engineering design process. As part of this project, Tomsey provided Technical Safety and Process Safety Engineering services to support the design development of the Gas Metering Custody Transfer Station (CTMS) and Gas Distribution Zone.

Our scope included a comprehensive Design Safety Review, supported by structured HAZID, HAZOP and Bowtie Analysis workshops. These studies were undertaken to systematically identify potential hazards, evaluate process safety and operational risks, review potential loss-of-containment scenarios and assess the adequacy of proposed safeguards and risk controls at the design stage. The findings and recommendations provided valuable input into the design, helping to strengthen inherent safety, barrier management, operational readiness, facility reliability and overall design integrity.

The work brought together multidisciplinary professionals from Optimera Energy, NMDPRA Engineers, the Design Engineering team, project stakeholders and Tomsey Engineering & Services International Ltd.

Project Overview

The project was at the Detailed Engineering Design (DED) stage, providing an important opportunity to identify and address safety and operability considerations before construction and commissioning.

Tomsey's technical safety team reviewed the proposed facility design and facilitated structured hazard identification and risk assessment activities covering key areas of the development.

The multidisciplinary review incorporated expertise across:

  • Process Engineering
  • Process Safety
  • HSE
  • Operations
  • Maintenance
  • Instrumentation & Control
  • Piping
  • Mechanical Engineering
  • Project Engineering

This integrated approach helped ensure that process safety considerations were assessed alongside engineering, operational and maintenance requirements.

As part of the project, Tomsey conducted key Technical Safety Studies, including HAZID, HAZOP and Bowtie Analysis, to systematically identify hazards, assess process safety risks and evaluate the effectiveness of safety barriers and controls.

These studies provided recommendations to strengthen the facility’s design safety, operability, risk management and overall integrity.

Highlight Features

  • Integrated Design Safety Review
A comprehensive review of the facility design was conducted at the Detailed Engineering Design (DED) stage to identify safety, operability and design integrity considerations before construction.
  • Multidisciplinary HAZID & HAZOP Workshops
Structured HAZID and HAZOP workshops brought together professionals across process engineering, process safety, HSE, operations, maintenance, instrumentation and other disciplines to identify hazards and assess process deviations.
  • Bowtie Analysis & Barrier Assessment
Bowtie analysis was used to evaluate loss-of-containment scenarios, identify potential threats and consequences, and assess the effectiveness of preventive and mitigative barriers.
  • Design Safety Case Development
A Design Safety Case was developed to document the project's safety considerations, demonstrate how significant risks are being managed and support informed safety decisions throughout the project lifecycle.

The Results

  • Strengthened Design Integrity & Inherent Safety
The studies generated recommendations to improve the safety of the proposed facility by addressing potential hazards and risk controls early in the design process.
  • Improved Risk Control & Barrier Management
Identified risks, safeguards and critical barriers were systematically assessed, helping the project team strengthen measures for preventing and mitigating major safety events.
  • Enhanced Operational Readiness & Reliability
The reviews considered operational and maintenance requirements alongside engineering design, supporting a facility that can be operated and maintained safely and reliably.
  • Better Safety & Regulatory Alignment
The outcomes provided documented safety considerations and recommendations to support regulatory expectations, design decisions and the safe delivery of the proposed gas infrastructure.
