Successful Facilitation of the Metering Scope Concept Selection Workshop for the SSB (Soku–San Barth) and NCTL (Nembe Creek Trunk Line) systems
TOMSEY Engineering & Services International Ltd is pleased to announce the successful facilitation of the Metering Scope Concept Selection Workshop for the SSB (Soku–San Barth) and NCTL (Nembe Creek Trunk Line) systems under the NNPC Major Hydrocarbon Infrastructure Renewal Project (NMHIRP).
The workshop, held at Transcorp Hilton, Abuja, brought together key stakeholders from across Nigeria’s oil and gas industry in a hybrid engagement designed to evaluate and define fit-for-purpose metering solutions for critical hydrocarbon transportation infrastructure.
The workshop was attended by representatives from NNPC Limited, NewcrossEP, Fenog Nigeria Limited, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), Belemaoil Producing Limited, Newcross Petroleum Limited, Renaissance Africa Energy Company, and IESL/DORIS.
TOMSEY served as the independent technical facilitator and documentation consultant, providing structured guidance throughout the workshop while ensuring that technical, regulatory, operational, and commercial considerations were adequately addressed.
The engagement formed an important part of the broader NMHIRP initiative, which seeks to improve the reliability, integrity, and operational efficiency of Nigeria’s hydrocarbon transportation infrastructure.


Key Outcomes of the Workshop
During the workshop, participants conducted a comprehensive review of available metering options and technologies. Discussions considered technical feasibility, operational requirements, installation constraints, regulatory expectations, commercial implications, and long-term maintainability.
Regulatory guidance provided by NUPRC representatives played a significant role in ensuring that selected concepts aligned with current industry requirements and best practices.
Through comparative assessments and collaborative decision-making, stakeholders evaluated multiple metering configurations and developed consensus on preferred solutions capable of meeting both present and future operational needs.
The workshop successfully delivered a clear set of preferred metering concepts and actionable recommendations for implementation.
These outcomes will serve as valuable inputs into the development of the NMHIRP Metering Philosophy and provide a strong technical foundation for subsequent Front-End Engineering Design (FEED) and Detailed Engineering Design (DED) activities.
By establishing robust custody-transfer and allocation metering strategies early in the project lifecycle, stakeholders can reduce uncertainty, strengthen accountability, and improve the overall effectiveness of hydrocarbon measurement across the pipeline network.
