Advancing Safe and Efficient Field Development Through Comprehensive Technical Safety Studies
The studies were carried out for Transnational Energy Limited (TEL) and Platform Petroleum Limited Joint Venture Technical (PPL JV Tech) as part of the ongoing development of the Hely Creek field, supporting the safe and efficient transportation of production to existing processing infrastructure.
The Hely Creek Surface Facilities Project forms a key component of the field development strategy within Petroleum Prospecting Licence (PPL) 221.
The project includes a proposed flowline system designed to transport production from the re-entry of the HC-02 well and the newly planned HC-03 well to the Sapele Integrated Gas Plant (SIGP). The planned pipeline route spans approximately 13.1 kilometres and will serve as a critical link between the production wells and gas processing facilities.
As part of the FEED phase, comprehensive process safety reviews were required to identify potential hazards, evaluate operational risks, and ensure that the proposed design meets both regulatory requirements and industry best practices.
TOMSEY’s Technical Safety team facilitated structured multidisciplinary HAZID and HAZOP workshops involving key project stakeholders and technical specialists.
The HAZID study systematically identified potential hazards associated with the proposed facilities, operational activities, environmental conditions, and project interfaces. This early-stage assessment enabled the project team to recognize significant risks and establish appropriate mitigation measures before detailed design progression.
The HAZOP study provided a detailed and methodical examination of process deviations within the proposed flowline system and associated facilities. Using a structured review approach, the team evaluated potential causes, consequences, existing safeguards, and opportunities for risk reduction to improve process integrity and operational reliability.
The workshops also included operability assessments aimed at identifying practical challenges that could impact future operations, maintenance activities, and overall system performance.

A key objective of the studies was to ensure that the FEED design aligns with applicable Nigerian regulatory requirements and internationally recognized engineering and process safety standards.
The outcomes of the HAZID and HAZOP studies generated practical, fit-for-purpose recommendations to strengthen design integrity, improve safety performance, and enhance operational efficiency throughout the project lifecycle.
By integrating these recommendations during the FEED stage, the project team can proactively address risks before construction and commissioning activities commence, reducing potential operational challenges and improving long-term asset reliability.
The successful completion of these studies represents an important milestone in the continued development of the Hely Creek field.
Process safety reviews conducted during the FEED stage play a critical role in ensuring that facilities are designed with safety, reliability, and operability at the forefront. They also support informed decision-making, risk management, and compliance with industry expectations.
