Successful Facilitation of the Constructability Review Workshop for the Oben NAG Field Late-Life LP Compression Project
Tomsey Engineering & Services International Ltd facilitated the Constructability Review Workshop for the Oben NAG Field Late-Life LP Compression Project, hosted by Seplat Energy Plc with participation from key project stakeholders including NNPC E&P Limited and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).
The workshop provided a structured platform for reviewing the project design from a construction and execution perspective, with the objective of identifying potential challenges early and developing practical recommendations to support safe, efficient and cost-effective project delivery.
As the independent facilitator, Tomsey Engineering & Services International Ltd guided the technical review sessions and provided a structured framework for multidisciplinary discussions between the project stakeholders.
The review examined the project design from a construction perspective, allowing participants to evaluate whether the proposed design could be safely and efficiently executed under the anticipated project conditions.
Through technical discussions and collaborative review, the workshop provided an opportunity to identify potential construction constraints, execution challenges and areas where the design could be further optimized before full-scale construction activities commenced.


Key Outcomes of the Workshop
The Constructability Review focused on the practical execution of the proposed project and how the design could support effective construction delivery.
Particular attention was given to construction feasibility, potential site constraints, execution requirements and opportunities to improve the efficiency of construction activities. The review also considered how design decisions could influence project safety, quality, schedule and cost performance.
The multidisciplinary nature of the workshop allowed different technical perspectives to be incorporated into the review, helping stakeholders develop recommendations that were practical and aligned with the project’s construction and operational requirements.
The workshop successfully delivered a clear set of preferred metering concepts and actionable recommendations for implementation.
These outcomes will serve as valuable inputs into the development of the NMHIRP Metering Philosophy and provide a strong technical foundation for subsequent Front-End Engineering Design (FEED) and Detailed Engineering Design (DED) activities.
By establishing robust custody-transfer and allocation metering strategies early in the project lifecycle, stakeholders can reduce uncertainty, strengthen accountability, and improve the overall effectiveness of hydrocarbon measurement across the pipeline network.
